January was the coldest January since 1994 and was a little below average in precipitation. The lowest temperature was 7°F on the 18th that was the lowest minimum temperature to occur since 1-19-1997 when 6°F was recorded. January’s mean monthly temperature averaged - 5.1°F colder than the average January but no new record lows were set for the date. January had 27 days with the temperature at or below freezing that is the most since 1996 which also had 27 days. The daily temperature range of 13.3 °F was the lowest since 1980 that was 13.1°F. The maximum daily temperature range was 24°F on the 13th that was the lowest daily temperature range since 22°F occurred in 1980. The January rainfall had a -0.35 inch departure although there were 12 days with precipitation the most since 1998. The new-year started out with a bang as we observed lightning and thunder heard about 1620. The 1.69 inches of rain was the second greatest daily rainfall amount for any day of the month. The record is 2.25 inches on January 11, 1991. I never remember having heard thunder on New Year’s Day before. The total snowfall for January was 7.5 inches and was two inches less than the 23-year average which is 9.5 inches. There were eleven days with snow or flurries and 8 days with measurable snow but all were minor except the 4.2 inch snow on the 5th. The 8 days with measurable snow is the most since the record of 9 days was set in 1985. The January average mean temperature was 29.15 °F with a departure of -5.1°F and was 12°F colder than last January that was +7.0 above the mean and had the greatest positive temperature departure for any month in 2002. January 23rd was an unusually cold disagreeable day. The maximum temperature was 19°F, a new 22 year LOW maximum temperature record for the date; the old record was 31°F in 2000. The maximum was 12°F lower than the record for the date a very rare event. This was not just a record for the date as it was the coldest for any day since January 18, 1997 or the coldest day in six years. Today had the lowest wind chill (new Scale) for the winter of -5.6°F at 2021. Today also had the lowest dew point for the winter of negative 10.8°F at 1247 and snow squalls brought 0.2 inches of snow between 2135 and 2340. The wind run was 208 that was the highest wind run of the winter and the heating degree days were 50 also a daily record for the winter so far. The maximum gust of 33 mph from the west on the 23rd at 2021 was the strongest wind gust recorded this month. The minimum barometer reading of 29.16 inches on the 9th was the lowest recorded since 3-19-1996 when 29.09 inches was recorded.

A FEBRUARY TO REMEMBER, A FEBRUARY TO FORGET! IT DEPENDS ON THE PERSON. February snowfall of 30.9 inches makes February the snowiest on record here in the last 23-years. This was 25.3 inches more than the 23-year average for February which is 5.6 inches. The old record was only 23.2 inches in 1982-83. The 8.19 inch precipitation total makes February not only the wettest February but among the wettest of all months. Only seven months have been wetter in the last 277 months. (23 years +Jan.03) This was also the wettest winter season on record (Dec.-Feb.) in the last 23-years of records. It was the fourth coldest February on record and the coldest February since 1995 which holds the 23-year record of 31.27°F. This was the third coldest winter season (Dec.-Feb.) in the last 23-years of records. The lowest temperature was 14°F on the 16th that was the lowest minimum temperature in February since 1996 when -2°F was recorded. February's mean monthly temperature, 32.32°F was - 5.4°F colder than the average. February had 23 days with the temperature at or below freezing that is the most since 1995 which had 26 days. The highest temperature recorded in this month was only 51°F on the 4th. On average February has a high temperature of 68°F; this is a 17°F departure. In the last 23-years the temperature has been 56°F or warmer. This breaks the 23-year record by -5 F. The daily temperature range of 13.1 °F was the lowest since 1986 which was 12.8°F. The low daily average temperature range is a reflection of all the cloudiness. This was the cloudiest February since 1989. Lightning and thunder occurred several times during the 2.78 inch rain on the 22nd which was the greatest precipitation in a calendar day ever recorded in February; the old record was 2.31 in 1998. The 2.78 inches is the greatest amount of precipitation to fall in a calendar day since 9-16-1999 when 3.65 inches was recorded and is the most rain recorded in any calendar day in the last 23-years. The 3.07 inches of rain from 1400 of the 21st to 1400 of the 22nd was also a 24-hour record going back to 9-16-1999. I have never had two systems drop two or more inches of precipitation in February until this month. There were 16 days this month with precipitation the most since 1986 when precipitation occurred on 18 days (the record). Eleven days had snow or flurries and ten days with measurable snow which ties the record of ten days set in 1986 but they were much smaller snows. Snow was on the ground at sunset for 21 days which is the most for the month since 1987. The maximum new snow for a calendar day was 13.0 also the most since 1987. February 16th was the month's coldest and snowiest day. The 14°F minimum temperature that day was the lowest for any February day since 1996 when the record low temperature of -2°F was set. The maximum temperature was 24°F, a new 23 year LOW maximum temperature record for the date; the old record was 27°F in 1991. On the 16th the wind chill fell to -0.5 °F which was the lowest wind chill recorded for the month. This MAJOR storm had a snowfall total of 16.4 inches over a 54.25 hour period. The 15th had a snow total of 1.3 inches, the 16th totaled 13.0 inches, the 17th totaled 1.5 inches, and the 18th totaled 0.6 inches. This will go down as our 5th largest snowstorm here in the last 23 years. This is the most snow since January 6-8 of 1996 when 18.1 inches was recorded. The total water content in this storm was 3.15 inches. The maximum gust of 46 mph from the west on the 23rd at 1314 was the strongest wind gust recorded this month and the highest wind gust here since December 12, 2000 when we also had a 46 mph gust. The minimum barometer reading of 29.09 inches on the 23rd was the lowest pressure since 3-19-1996 when 29.09 inches was recorded.

March was only was a little above average in precipitation and temperature. March's mean monthly temperature was + 0.9 °F warmer than the average. The March rainfall had a +0.12 inch departure with 13 days having precipitation. March had 13 days with the temperature at or below freezing which was average. The lowest temperature was 17°F on the 3rd that was only two degrees below the average. The occurrence of a 42 °F temperature drop from 75°F at 1519 of the 29th to 33°F at 2050 of the 30th with snow was perceived by most as a return to winter. The daily temperature range of 21.3 °F was the highest since 1988 which was 22.4°F and near the maximum average daily temperature range record of 23.6 °F in 1986. The 2.29 inches of rain on the 20th was the second greatest daily rainfall amount for any calendar day of March in the last 23-years. The record is 2.67 inches that occurred on March 13, 1993. The total snowfall for March was 1.6 inches and was -1.4 inches less than the 23-year average which is 3.0 inches. There were 9.8 inches of snow on the ground on the 1st which was the most since 1993. The 13 days with measurable snow on the ground was a new 23-year record; the old record of 11 days was set in 1993. The lowest wind chill (new Scale) for the month was +2.8 °F on the 3rd which also had the lowest dew point for the month of -10.6°F. The maximum gust of 34 mph from the west on the 26th at 1429 was the strongest wind gust recorded for March. The maximum barometer reading of 30.40 inches on the 14th was the lowest maximum pressure recorded in March since 1992 when 30.34 inches was recorded on the 25th.

The mean monthly temperature of 54.7°F was the lowest since 1997. The occurrence of a 40°F maximum temperature on April 8th at 1449 was not only the lowest maximum for the month but also the lowest maximum temperature ever recorded for April at this station in the last 23 years. The lowest daily mean temperature was 37.5 °F on the 8th the lowest since 1996. April rainfall had a -0.23 inch departure with 13 days having precipitation. The lowest wind chill (new Scale) for April was +26.7 °F on the 7th at 0817. The lowest relative humidity for April of 16% on the 24th was the lowest recorded in April since 1997. The maximum gust of 35 mph from the ESE on the 10th at 2052 was the strongest wind gust recorded for April.

As you probably suspected May had more days of measurable rain and was the cloudiest and dampest May on record in the last 23 years. But it was even more than this; it was the second cloudiest and had more days of rain than ANY of the months in the last 23 years. May averages about 11.8 days with rain but this year we had 23 days. The most ever recorded for May was 16 and for ANY previous month 19 days in June 1998. Only November 1986 was cloudier by only 0.04 units. May's average maximum temperature (68.0°F) was - 7.3°F below the average due to the clouds and was the lowest on record in the last 23-years. May's highest temperature was only 83°F on May 11th which was the LOWEST monthly maximum every recorded for May; the previous record was 86°F in 1990. May had only 3 days with temperatures of =>80°F a new 23 year record; the previous record was 5 days in 1997 and for comparison the maximum is 20 days. May 17th was a record cold day with a daily maximum temperature of only 51°F, a new 23-year. LOW maximum record for the date. It also tied the old record of 51°F for the LOWEST maximum temperature ever recorded in May. The old records were set 5-2-1995, 5-7-1996 but never this late into the month of May!! The average minimum temperature (53.9°F) was only minus 0.2°F below the average as clouds tend to make it warmer at night. But May mean temperature of 60.9°F was still the coolest May on record here. The May rainfall had a +2.87 inch departure and the wettest since 1989 when 9.38 inches was recorded the 23-year record. May's average temperature range was only 14.1 °F and was minus 3.6°F below the previous record for the last 23 years. The average daily minimum relative humidity was +10% above the previous 23 year record for May (VERY damp). The maximum gust of 33 mph from the west on the 13th at 1341 was the strongest wind gust recorded for May. The minimum barometer of 29.36 inches on May 31st was the lowest for May since 1985 when 29.33 inches was recorded.

June was cool and wet except for the last nine days. June’s mean average temperature (69.7°F) was the third coolest on record with the lowest mean temperature since 1991 with a 2.38°F departure from average. The 5.82 inches of rain made it the fourth wettest June with a +2.41 inch departure. It was the wettest June since 1998 which holds the record with 6.73 inches. June had 15 days with measurable rain that was the most since 1998 and was only four days short of tying the record for June. June was also the second cloudiest June in the last 23- years. The record is 1995. June had only 4 days with 90°F or above temperatures the least since 1995. The first equal to or greater than 90°F came on the 24th that is the latest 90°F day since 1992 when 91°F occurred on June 30th. June’s LOWEST maximum temperature was only 58°F on June 4th which was only two degrees from the LOWEST monthly maximum every recorded for June. Many people heard their furnaces run on the fourth. June’s average temperature range was only 16.8°F and set a new 23-year record; the previous record was 17.3 in 1982. The 2 degree F temperature range on June 4th was the least ever recorded in June in the last 23-years; the old record was 4°F in 1998. The maximum gust of 37 mph from the west on the 1st at 0810 was the second strongest wind gust recorded for June. The wind caused minor damage to trees and one tree was blown over onto the power lines in our neighborhood. The minimum barometer of 29.38 inches on June 1st was the lowest for June since June 22, 1972 when 29.26 inches was recorded in Hurricane Agnes.

July was very wet and cooler and cloudier than average. July's mean average temperature (76.8°F) was the seventh coolest on record in the last 23-years with a -1.0 °F departure. The 6.75 inches of rain made it the second wettest July in the last 23-years with a +2.62 inch departure. It was the wettest July since 1992 which holds the record with 6.97 inches. July had 14 days with measurable rain that was the most since 1996 and was only three days short of tying the record for the month. The 0.36 inches of rain that occurred in 5 minutes on the 9th was the most intense since Sept. of 2000 when 0.47 inches occurred in five minutes. This is also the eighth most intense five minute rainfall since these records were started in 1990. July was also cloudier than average and the second cloudiest in 22 years of records (no sky record for 1986). July's average sky cover makes it normally the clearest month of the year. July had only 8 days with 90°F or above temperatures and last year we had 20 days. The total of equal to or greater than 90°F is only a total of 12 days for 2003 the least since 1992 when 11 days occurred. The least is 8 days in 1982. In only five Julys in the last 23-years has the maximum temperature for the month been less than 95°F. The maximum for 2003 is still 94°F and is the first time since 1989 we have gone this long without a 95°F day. July's average temperature range was only 17.3°F the least since 1996 and only three years have been lower in the last 23-years. The maximum gust of 36 mph from the NNW on the 9th at 1700 was the strongest wind gust recorded for July since 1998. The wind caused minor damage to trees. The top was broken out of neighbor's Bartlett pear tree and one other tree near Lake Barcroft was uprooted.

August was very humid, cloudier, warmer and wetter than average with fourteen days with measurable rain and thunder. In my recollection at this station we have never had so many days with thunder in the month of August in the past twenty three years. August's mean average temperature was (76.7°F) that was only a +1.3°F departure but was still the highest positive departure for the year as only two months have had positive departures. The 3.98 inches of rain for August was a +0.65 inch departure. The high humidity and high dew point temperatures made August feel warmer than it really was. August had 14 days with measurable rain that tied the 23-year record set in 1990 for most days with precipitation in August. August had only 2 days with 90°F or above temperatures and last year August had 15 days. The total of equal to or greater than 90°F is only a total of 14 days for 2003, so far the least since 1992, when 12 days occurred for the year. Last year we had a record 50 days. The highest temperature for the year here so far is only 94°F on July 5th. This is the lowest maximum for the year since 1989 when 94°F also occurred and is also the first time since 1989 we have gone without a 95°F day. The 0.32 inches of rain that occurred in five minutes on August the 26th was the third most intense five minute rain ever recorded in August. The August record is 0.39 inches on 8-28-1992 occurring in five minutes. (Rain intensity records since 1991) The 1.05 inches in one hour on the 26th was the second most intense rain in an hour for August. The record is 1.30 inches on 8-11-1994. August was the cloudiest in 22 years of records (no sky record for 1986). August's average sky cover makes it normally the second clearest month of the year. August's average temperature range was only 15.1°F the least in the last 23-years due to all of the cloudy and humid conditions of this August. The maximum wind gust of 28 mph from the west occurred on the 26th at 1139 preceding a thunderstorm from 1145 to noon. The average temperature for the summer season of June, July, and August was 74.9°F for a -0.7°F departure. But with a total of 16.55 inches for the season. The 23- year record is 17.19 inches.

September started warm and ended cool giving an average monthly mean temperature but was much wetter than average with higher humidity and thirteen days with measurable rain. In the last 24-years only four Septembers have been wetter. Only 1992 and 1999 had more days with measurable rain. The record is 15 days in 1999. The 7.80 inches of rain for September was a +3.72 inch departure. Only two years in the last 23-years has the precipitation total for the year been more than the current year's total at the end of September. The 1.66 inches of rain that occurred in one hour on September the 23rd was the second most intense one hour rainfall ever recorded in September and the third greatest rainfall ever recorded for any month. (Rain intensity records since 1990) The 3.31 inches in 24-hours on the 22nd and 23rd was the most in 24-hours since Hurricane Floyd 9-16-1999. September had two 23-year precipitation records for the date and had two days with more than two inches of rain. September's average sky cover made it the fourth cloudiest September in the last 23-years and the cloudiest since 1993 although 2000 was close. September's mean average temperature was 67.7°F which was exactly average. The maximum temperature for September was 85°F which was a -3.7°F departure. (The highest temperature for the year was only 94°F on July 5th. This is the lowest maximum for the year since 1989 when 94°F also occurred and is also the first time since 1989 we have gone without a 95°F day here for the year.) September's average temperature range was only 13.9°F the least in the last 23-years due to the cloudiness and humid conditions of this September. The greatest daily temperature range for the September was only 21°F which tied the 23-year record of 1992 for the lowest maximum daily temperature range. The maximum wind gust of 41 mph from the NE occurred on the 18th at 1603 in Hurricane Isabel and was the highest wind ever recorded here in the last 23 years in the month of September. The lowest barometer was 29.46 inches on the 19th which was the lowest barometer recorded in September since 1999 and the pressure has dropped below this level three times in the last 23-years.

October was cooler than average with a monthly mean temperature of 54.3°F a -1.8°F departure, the lowest for October since 1999 and again above average rainfall for the month. In the last 24-years only six Octobers have been wetter. Only seven days had measurable rain. In the last 24-years only five Octobers have had fewer days of measurable rain. The record is 4 days in 2001. The 4.93 inches of rain for October was a +1.62 inch departure. We had three days with more than an inch of rain recorded which only occurred once before in October (1995) in the last 24 years. The 2.47 inches in 24-hours on the 26th and 27th was the most in 24-hours in October since October 1995. October had one 23-year precipitation record for the date of the 26th of 1.25 inches; the old record was 1.15 inches in 1981. The most intense rainfall of 0.29 inches in a five minute period on the 14th was the most on record for October since 1995. Only two years in the last 23-years has the precipitation total for the year been more than the current year’s total at the end of October. October’s average cloud cover was less than September but was still the fifth cloudiest October in the last 23-years with October last year holding the record for the cloudiest. The maximum temperature for October was only 74°F which was a -5.7°F departure and the lowest maximum for October since 1999 when it was also 74°F and only October of 1987 has had a lower maximum for the month which was 71°F and is the current record. The maximum wind gust of 39 mph from the west occurred on the 15th at 1131 associated with a deep low pressure passing to our north. This was the highest wind ever recorded here in the last 23 years in the month of October. The lowest barometer was 29.37 inches on the 15th which was the lowest barometer recorded in October since 1976 although October 1980 had a low barometer reading of 29.38 inches. Only four Octobers in the last 43 years have been lower. (Observations were recorded in Rockingham County VA for comparison before 1977).

November was much warmer than average with a monthly mean temperature of 51.3°F a +4.5°F departure; only three Novembers in the last 23-years have been warmer. November was again above average in rainfall for the month with a +1.63 inch departure. In the last 24-years only seven Novembers have been wetter. Only seven days had measurable rain. In the last 24-years only five Novembers have had fewer days of measurable rain. The record is 3 days in 1981. The 5.28 inches of rain for November was the wettest since 1997. The 1.99 inches on the 19th was the most in a calendar day in November since November 1997. November had two 23-year precipitation records for the date on the 6th and 19th. There has not been a more intense rainfall than the 1.06 inches in a one hour period on the 19th since November 1993 when 1.24 inches fell in one hour. The 2003 year's total precipitation is now (60.65 inches) +2.30 inches above the 23-year precipitation record total for the year. We have also had 147 days with equal to or greater than .01 inches precipitation the old record was 136 days in 1992. Dulles has already broken their precipitation record total for the year and Washington has already had the most precipitation for the year since the year 1889. The HIGHEST minimum temperature (warmest night) for November was 66°F on the 5th. This was a +10°F departure and a new 23 year HIGH minimum temperature record for the month; the old record was only 62°F in 1991. In the last 23-years to find a minimum temperature record this high one needs to look back to October 22, 1984 when 68°F was recorded. The maximum temperature for November was 80°F which was a +7.3°F departure and the highest maximum for November since 1993 when it was also 80°F. Only November of 1982 has had a higher maximum for the month which was 82°F and is the current record. The 80°F maximum temperature on the 5th was also the second latest 80°F day ever recorded in the fall. The record is 11-15-1993 when it was 80°F. The 35 °F temperature range of November 21st tied the 23-year record for the greatest temperature range in the month of November; the old record was set in 1984. The maximum wind gust of 56 mph from the west occurred on the 13th at 1156 associated with a low pressure passing to our north. This was the highest wind ever recorded here in the last 23 years in the month of November. The highest barometer was 30.71 inches on the 9th which was the highest barometer recorded in November since 1996. (The record is 30.81 inches). Only four Novembers in the last 43 years have been higher. Observations before 1977 used for comparison were recorded in Rockingham County VA.

December was a little below average in temperature and was snowy, windy and again a wet month. The December mean temperature departure was only -0.7 °F and the precipitation departure was +2.18 inches and was the fourth wettest December in the last 23 years. The snow total on December 4th of 1.7 inches set a new 23 year maximum snowfall record for the date and the first snow to be recorded on this date! The snow total on December 6th of 2.8 inches set a new 23 year maximum snowfall record for the date. One year ago we received 5.0 inches of snow on December 5th . The total snowfall for this December was 9.9 inches which was the second greatest December total in the last 23 years only surpassed by 1989 with 14.2 inches the current record. The snowfall total for 2003 was 49.9 inches which is the third greatest snowfall for a year and the most since 1996. The lowest temperature recorded for the month was only 22 °F the highest monthly minimum recorded since 1997 when we also had 22 °F but there were 26 days when the minimum temperature was equal to or below 32 °F (the average for the month is 19 days). The December rainfall of 5.36 inches was the most rain in December since 1996. Two days had precipitation amounts that were greater than one inch. The 0.64 inches of rain that fell in an one hour period on the 11th set a new record for rainfall intensity for December; the old record was 0.54 inches in 1993 (precipitation intensity records since 1990). For the year, we now have a surplus of +22.59 inches in precipitation and the total of 66.01 inches for the year set a new annual precipitation record here and for most of the local stations except DCA that had the most precipitation for the year since 1889. The maximum gust of 44 mph from the WSW on the 11th at 1529 hours was the highest wind gust recorded this month and the highest recorded in December since 2000 and the 8th highest in the last 23 years. The total wind run for December was 2082 miles; last year it was 1734 miles and was the windiest December since at least 1995. (Complete daily maximum wind records since 1995) The minimum barometer reading of 29.23 inches on the 11th was the lowest recorded for December since 1997 when a 29.20 inch reading was observed.
